"An Act relating to voter eligibility, voter registration, and voter          
registration agencies; and providing for an effective date."                   
                                                                               
and recommends it be replaced with the following committee

ballot applications and the delivery of ballots to absentee ballot             
applicants by electronic transmission, and enacting a definition of            
the term `state election' for purposes of absentee voting; and                 
providing for an effective date."
